Yes it is  and it doesn't take a pit bull to do a job on a miniature horse..
That is why my out side fences are all wood with wire to the ground and
the gates have wire mesh or frost fence..  A neighbour of our had four
dogs including their own go after wiener pigs.. All big dogs.. what they
didn't kill out right had to be vetted or put down.. Any dog that comes around
here, if I can't catch it and take it to pound I have no hang ups about
taking a gun to it if comes back after a warning shot.. These people who
move to the country and think they can just let their dogs loose to roam
really burn my butt. Even small dogs in a pack can worry and chase until
a horse or cattle are injured.. or worse..

Hmmm, I'm thinking that I'm going to use wire and planks too....one less thing to worry about....don't need the heart ache.
I have a run for my dog, he bolts to go visiting the second we turn our backs on him  unless we wre hiking the property or getting firewood out of our bush., but is the kids let him go to play with him and forget to put him back before they go in...he's gone.
Dogs definately need to be kept at home for sure. We have only had neighbours dogs here twice, and they left as soon as I was yelling.

Our neighbours across our pasture have two med. to larger mutt dogs that use to as they say play with our mini's. We watched one day our mini's gave them a good run [have not done it lately] but the other evening I looked outside and now they were after our mini stallion's, more after little Ben and it looked like they were nipping at his heels. We both yelled [they ran home] and then Luc called them. I really don't think we will see them or our neighbors to much anymore. I really don't think they will be mad if so be it. We really don't need the vet bills.

If I see a dog in my paddocks, I will simply apply the "Three S's Rule".

No sense of "fair-play" I'm afraid, when it comes to the safety of my little ones. So far, we've been fortunate in our neighbours.  There are three Rotties up the road, but they have never been known to wander...very well-trained dogs.  

That said; should I see them near my property, the owners will get ONE phone call...then they too will be under the same law, should I ever see them out there again.

That is so sad.  Dog owners should be made to be responsible for their dogs.
